Margaret Spellings is the President and CEO of Margaret Spellings and Company and immediate past United States Secretary of Education. As a member of the President's Cabinet, Spellings led the implementation of the No Child Left Behind Act (NCLB), a historic national initiative to provide enhanced accountability for the education of 50 million U.S. public school students. On the postsecondary side, Spellings launched a national higher education policy debate and action plan on higher education to improve accessibility, affordability, and accountability in our nation's colleges and universities, and led the federal government's efforts to ensure access to student loans amidst turmoil in the credit markets. She initiated extensive international outreach and collaboration with 23 countries, including leading delegations of university presidents and presidential delegations as well as overseeing the signing of international education agreements with countries such as China, Russia, and the United Arab Emirates.

As White House Domestic Policy Advisor from 2001 to 2005, she managed the development of the President's domestic policy agenda, with oversight of education, health, transportation, justice, housing, and labor policy. Her achievements include the development and passage of NCLB, oversight of the development of the President's Emergency Plan for AIDS Relief (PEPFAR), the development of a comprehensive immigration plan to ensure long-term economic stability and to secure U.S. borders, and numerous other initiatives on health and human services, transportation, labor and housing. Prior to her service in the White House, Spellings served as Senior Advisor to then-Governor George W. Bush of Texas, led government relations efforts for the Texas Association of School boards, served in various leadership capacities for the Texas legislature, and worked for local education organizations including Austin Community College.

RE: How Should Teacher Effectiveness Be Assessed?

  While there is a significant amount of interest in assessing teacher effectiveness, it’s not new in education and we have been struggling with it for decades. Back in Texas (and other states and districts) in the mid-80’s, policymakers were busy creating career ladders for teachers as a way to identify and reward excellence and target professional development to teachers who needed more help.  After putting lots of time and effort into creating a system that would allow excellent teachers to move up the pay scale without leaving the classroom, almost all the teachers were rated as excellent.  A few years…  Read more

RE: Are The 'Race To The Top' Requirements Fair?

The question is not fairness (it is of course fair to require something of states for signficant resources), the question is whether states will have the political will to aggresively implement bold reforms which offend some keepers of the status quo. Today, there is lots of rhetoric around the primacy of the interests of kids but still too little action in that regard. Today, there are no impediments for states to adopt rigorous curriculum standards; sadly, few have and few  have linked teacher pay to student performance, aggressively moved to close persistently failing schools, or remove poor teachers who aren't effective…  Read more

RE: How Can Colleges Help Graduates Pursue A Career?

As a mother who paid for a college education for my recently-graduated daughter and who is about to pay again for my rising high school senior (I’m one of the lucky few who can continue to do so), this topic hits close to home. College students of all ages need to be more demanding of colleges about what they want from this product called “higher education”. RE: What's The Best Use Of Stimulus Money?

It’s true that some states are facing state budget woes, and stimulus dollars will inevitably be used to stave off serious cuts—the best example of this is California.  But we should not excuse states from advancing reform on this basis.  The biggest impediment to reform is—and has always been—political will, not money.  Congress and the Administration have sent two messages with this unprecedented level of federal funding:  fill in budget gaps, and reform education.  There’s been lots of talk about how to fulfill both priorities at once.  But the answer isn’t really about the money and what the fiscal situation…  Read more
