Gina Burkhardt is chief executive officer of Learning Point Associates, a nationally recognized nonprofit education research and consulting organization that delivers high-quality, client-focused evaluation, policy, research, and professional services. The work of Learning Point Associates focuses on expanded learning opportunities; district and school improvement, including services to state education agencies; educator effectiveness; and data analytics. Burkhardt led the organization through its transformation into a diversified consulting organization with a $35 million annual operating budget, a staff of 150, and four offices in three states.

Burkhardt's expertise includes leadership, organizational development and systems change, district and school improvement, and policy research. She joined the North Central Regional Educational Laboratory (NCREL) in 1997 and was named executive director in 1999. In 2003, under Burkhardt's vision and leadership, Learning Point Associates was created to build on the strength of the regional educational laboratory, with Burkhardt as the chief executive officer.

A lifelong educator, Burkhardt began her career as a middle school mathematics and science teacher in upstate New York. Since then, she has held positions in higher education; managed school reform projects at the regional educational laboratories; and consulted nationally and internationally on education policy and practice and education systems design. She has authored publications and has given presentations on creating 21st century learning environments, using data to drive decision making, and the demand for effective research and development in education.

Burkhardt holds several key professional appointments, which include serving as a board member for the Partnership for 21st Century Skills and for Knowledge Alliance (formerly the National Education Knowledge Industry Association). She is a member of the Consortium on Chicago School Research at the University of Chicago and a member of the Board of Directors for Editorial Projects in Education, which publishes Education Week.

RE: Building Consensus Behind ESEA Reauthorization

It would not be a stretch to think that it is unlikely for the Obama administration and Congress to put together a winning majority for reauthorization of ESEA. But, one wonders whether that is the "easy" way out. Maybe – or rather -- the reauthorization should incorporate the same type of collaborative leadership strategy that was used when the unlikely combination of Senators Gregg and Kennedy, Representatives Boehner and Miller and President Bush reached agreement on NCLB, a law that was intended to benefit America's students. We have known for years that any system is only as strong as its weakest link, and as "The Widget Effect" report demonstrated, teacher evaluation in today’s schools is inadequate.
